Neon yellow eye shadow doesn’t need to be just for Halloween. Makeup artist Molly Bee gets this look so right, using Xenon and Neon from Melt Cosmetics under the eye and on the lower lashes, a neutral tone on the top lid, a thick, white wing and a bit of black liner.
